What happens in a drought?

We are currently in a drought but according to the Climate Prediction Center there are indications that lead us to believe that there is an end to drought conditions for much of Central Texas, with drought improvement elsewhere.
Several factors play a role in this including the expectation of a developing El Niño pattern in the Pacific Ocean, which often increases rainfall across Texas in the fall and winter.
